It's about 2000 years old and was said by Jesus. The proverb by itself is out of context.
Judas had just betrayed Jesus with a kiss and an unknown disciple drew his sword and struck off the ear of a servant of one of the Pharisees. Jesus responded with "Return your sword to its place, for all who will take up the sword, will die by the sword."

. But Dez something you need to take into consideration is what you define as your God-given rights another person might see as tyranny. Different people have different values and beliefs. In some cultures certain groups are essentially second class citizens. In some areas slavery might be seen as acceptable. Or that its perfectly fine for a man to have multiple wives, or cousins to marry. I think the most universal human rights at the moment is the ones defined by the UN. but even then there are places that do not conform to them.
My response on tyranny was directly related to the discussion of the purpose of the 2nd Amendment (gun ownership) and the US Constitution as a whole.
The UN is no place to look for human rights standards.
