Still no response - but its happened again. I have another notification that someone wants to negotiate a plant contract in SeaGlory.

I suppose the offer is now gone. However I will leave this topic open. I am aware of a subcase when this happens. Probably you stumbled upon this one.

What I do not know, are the specific case where this happens. Perhaps there is no Governor that has changed in the same day. Something like this. It's a shame I have not seen this in time to fix it. I am hoping for next time, so please, anyone, report again if this happens to you.
