Scrolling down on mobile

On phone version, if you move your screen down, you can scroll the sceen down endlessly.

Happens to me as well. I could scroll down for five minutes and still have to scroll back up five minutes to see the page again

But there is a special button half-way down the page that says 'Nearly there!'
Three-quarters of the way is another saying 'Just a bit further!'
Right at the bottom is a special golden button that says 'End of page!'
If you click on that, you win a special prize for a special person!

Usually this only becomes a problem when I chat with someone, I want to tap the chat box but the more I scroll down the more unreachable it becomes.

I don't see the need for an app, but it would be nice if the scrolling issue were addressed.
