A negotiation reply from a gov will reset the clock as will a renegotiation attempt by the renter. If nether happens in above scenario, the renter is offered a default 15 mil settlement rental agreement in 48 hrs of final correspondence

You would be correct, if another player didn't report to me that when they tried to renegotiate after the non-existent gov didn't respond, they received a blank page.
