There seem to be two issues here:
a)The king should be able to name anyone but only a noble should be picked as Governor.
b)The previous issues seems to be the culprit for the second issue, where the King left and the appointed Governor resulted as a King.

Therefore, I'll issue a fix to issue a, which should fix b.
