Are you sure about that?

The gossip page only lists the last 50. So depending on the port activity it could be showing only the last 7 minutes or 15 minutes etc., but in the chance that it shows items that are 30+ minutes (which I have seen) you can't skirmish them.

Yes I am sure. I don't know which one is correct (whether it should read 20 minutes or whether the Skirmish screen should only limit you at 30), but I attempted to Skirmish somebody yesterday that had been on the page for 20 minutes and xx seconds. I received a message akin to the one you receive if trying to Plunder a guildmate, something along the lines of the fleet arriving at the port over 20 minutes ago so it cannot be attacked.

I thought it was weird to see as well because I haven't gotten that message before, so I refreshed the Skirmish page and the fleet had only been there for around 21 minutes.

If no one else posts here on the matter, I will wait until I have more Skirmish points at update and post a picture, assuming I can find a fleet at that time.

I was just able to skirmish a player in Aiora who was on the gossip page for 25 minutes.

Could the failure message have appeared if the fleet had already arrived at another port due to fast travel or Flying Dutchman? I’m confident it read as 20 minutes and the fleet was not 30 mins or more post-arrival.

That's a possibility.
