[FIXED] King/Queen Without Completing Nation Missions

This issue has been fixed. It was a bit tricky (hard to spot). We might have another issue when calculating Rightful King. I didn't want to touch that part though as chances are slim. If you notice anything related to Rightful King, please let me know in a separate thread.

For the record, the code expected a marquess at least (and it makes sense), so I will be updating the blurb in Chancellors office as well.
