We have nearly completed a new feature that will allow you to attack npc fleets of strongest nations.
It is expected to be released tomorrow alongside with a couple of fixes.

Once implemented, it will be announced with full details in-game and forums.

Pirate hunters can have level 11 Ship of the Line...who do i gotta kill to get level 11s ;)

Yes. You can use them to also become a pirate (by attacking your own nation).

Cool. How about to attack the inactive players fleet?

I have seen fleets of pirate hunters with level 11 ships of the line, is it possible to attack them and maybe capture one of those monsters?

Possible to defeat them (you may need 2 attempts though) but not possible to capture them.
It worths the efford though as you get higher chance of treasure fleet for next patrol.

I want to used NPC fleet to become a pirate. But I can't find my nation fleet.
