That's because Nieu also declared war. This is why the first declaration is invalid as the new declaration is the valid one. The problem here lies that Nieu was able to declare war when already at war. This is that needs to be fixed.
@CJ: It says "the treaty has expired." Firstly, 'expired' could mean that the treaty has/had a fixed time frame or time limit after which it will expire regardless of whatever external events that occur(like a vote for a peace treaty). So, perhaps 'terminated' would be a better word like Stan suggested. Secondly, I had a bit of confusion as to what the treaty referred to because the only active 'treaty' that Niue had at the time of was a declaration of war with IoM, which is what I initially thought the word referred to. If it actually refers to the stance that I had
before I declared war, then expired or terminated could be right. In that case, maybe the word could be qualified to say peace treaty, alliance, etc., so that we know what exact was canceled.
