No, you got it wrong. If PK proposed the treaty, then St.Kitts had to vote about it. By the time it reached Spanish Parliament, this means that St. Kitts approved it.

A useful function between alliance nations would be the ability for send treasury funds to a member(s) of an alliance nation.
or possibly just directly to the treasury of the alliance nation.

I can, however see where this could come with some risk of exploitation.

Is there a glitch?

No such voting exists.

Expired votings are resolved at the top of the hour.

i see it implemented in Hellas. But when i try to implement it in TK I get the following message "This law is still under consideration by the Great Council. Check again later." will it be available soon of will there be a default law until it will be available?

When first nation passes a peace or alliance treaty and it goes to the second nation for voting, all record of the proposal and vote disappear.
Is it possible to add an notification somewhere in the diplomacy tab stating that the treaty is in voting at the other nation.

How will peace treaties effect NPC plunder farming?
Currently most NPC flags flown are those of smaller nations, those seeking Peace Treaties with larger nations
Some people are like Slinkies, totally useless but great fun to watch when you push them down the stairs
