If a person was looking for a certain target, voodoo would be by far the best way. What I mainly had in mind was a way for players to pirate without making it personal. Alot of players would simple hit the first good target to show up. It would be similar to a bandit lieing in wait for any traveler, as opposed to a pirate who targets and hunts down a specific player (voodoo).

So I have counterproposal that will facilitate both suggestions and will in fact add depth to the game;
-Continue listing top 10 danger fleets by default.
-Add a patrol feature for any other fleet in port (for ports that have 11 or more fleets with danger)
This way we can also see in practice if this is a good option anyway.
