Name: Colonization or Mass Migration
Rarity: Legendary
Type: Instant - Port
Target: Selected Ports

Recipe:
15 T.I.
5 Political Speech
5 Charity Donation
5 Hired Diplomat
Crafting Time: 72 hours

20% of selected port population is then sent to the port of your choice.
Only the king of the port loosing the population can cast this card and must pass a vote first with counsel members.

This could be used to redistribute your population to another port you control or use for political terms where you can send population to a allied nations port or lastly, sold to the highest bidder.

Thoughts? Suggestions?

I like the general idea; however, this would only be beneficial if the receiving port is equal to or less than 60% the size of the originating port. Otherwise you are breaking even or it is not worth it.

As well, there is no benefit to transfer between ports owned by the same nation. You could use the 15 TI and gain citizens and tax revenue instead of transferring citizens, which gains your own nation nothing.

Cost Example:
Port A has 100M
Port B has 60M

20% would cause the ports to be of equal population 80M each.

For Port B to reach 80M without using this voodoo would need 29 Transport Immigrants, 14 more than in your recipe. So lets consider the cost.
Transport Immigrants go for 8.04 credits
Charity Donation goes for 21.82 credits
Hired Diplomat goes for 0.42 credits

So 14 additional T.I. will cost 112.56 credits
Compared to the cost of 5 C.D. (109.1) and 5 H.D.(2.1) which is 111.2 credits.

Thanks for the feed back. I was looking at this card more for ports like St. Mart and Pania. If Egypt wanted they could cast this and send roughly 54 million from St Mart to Pania. Which at the current population of Pania it would take about 26 T.I. to get from 24 mil to 78 mil.

Of if Egypt approached Tokelau and wanted to buy 20% of Aiora for Pania.

Maybe my recipe is to expensive. Thoughts on adjusting it?

Another thing to consider is that a high population port is a big target for black deaths for nation missions. Redistributing your population between ports lowers the risk of being cast on.

I don't think it's too expensive. Just from a practical standpoint, using it to transfer to ports that are not 60% or less in size is not cost effective. Use on own ports don't make sense unless you are planning on selling the port and want to use the population increase as a reason to increase the costs of the port, or as Nicholi stated redistributing to reduce targeting by Black Death.

I think it's a good idea in general, but I think there's not a lot of times it would be used.

This can be a very nice card - but only in very specific situations. Say you have a port A with 2B inhabitants, and another port B one with only 100M inhabitants.

Spend this card to transfer 400M to port B. Port B now has 5 times it's original inhabitants, which would have cost 163 TI. Spend 23 TI, and port A is back at it's original 2B population. In this case, this card would be worth 140 TI. Not bad at all!

If you can build up 2billion population in a port you could sell off the population and rebuild it quickly

I agree, BMW. So, if you have 5 ports with 100 M, and 1 port with 2 B, repeat this process for all ports. Do it twice for each port, if you like. A very fast and cheap way to increase population.
