It's a +1 from me. I think this is a good idea, and suitable for a legendary card. The price may need revision, but what would be right needs some thought.
1) I think ports should be more lucrative, since I propose more ways to fight over them. This may help in that.
2) Few of these cards will be needed, but when needed, they will be powerful, so they need to be expensive. For ordinary cards that combination would be impossible: If a card was used seldom, the price would be low, even if it was powerful the few times it was used. With a legendary card, though, this fits very neatly, since these cards are MADE, not generated by the game. So when a player needs it, he'll have to make one - and pay a high price for it. No-one will bother making lots of it, I guess, since so few are needed.
3) Although this will increase the value of ports, the drawback is that these ports then become interesting to take over for other nations. That will be good for the game, in my opinion.
