When i said Emergency use card, i intended that to mean it be used similar to a mindbar. Most player use mindbar occasionally when they are worried of a possible impending attack, others may use it when they fear retaliation may occur for an act they may or their friends may be about to commit.
Some people however, either know the cost of use is out weighed by the assets they have and that they are protecting, are rich enough to burn cards that cost that much, or are highly paranoid and feel the need to use them weather they need and can afford them or not. The people i just described use mindbar a lot if not almost all the time.

As far a ports having lots of players to assist. Just because your nation has members, does not mean they all are willing to contribute.
However this would be added incentive for king and council to pass income out making it in the best interest of all members to support population and increase tax income by population growth and maintenance.

I really like the idea of a legendary card that is much stronger and would be an overall voodoo block on ports. Such a card could be used as defense or offense and would require a lot of thought as far a the appropriate cast timing for it to be used strategically. This card would be able to deter political invasion and allow they controlling party to organize resources and strengthen themselves should they be willing to smart enough to do so. Offensively it could be used in a similar fashion but in reverse. Great Idea.

For some reason my message did not send, but I like this card. One thing I don't like is the duration of 72 hours. If one can only be cast every 72 hours, there should be an intermission so people can use black deaths normally. I also don't like the notification, I think it should be on the map when you scroll over the port... When you cast on someone you don't know has mindbar it doesn't ask you to confirm, it just lets you find out yourself. Just my opinion

Per my suggestion the only way to know this card is active is to cast a black death and see the population reduction results.
To be honest a smart player would realize the population only reduced by half as much as expected so the an additional notification in the
results is not really necessary. But it might be helpful to and also a possible deterrent to someone who is about to cast a large number of black death all at one time.

I feel like showing it on the map would be the same as if it showed mindbar was active or not active when you pulled up their player description page. So I strongly dislike that idea.

As far as a delay goes, a short delay say 12 hour before card could be used again, would add some sport to it. As you cannot tell when when this card would expire you would have to keep occasionally casting black death and waiting for the Municipal plague doctor to be off, then when it is you can then make your move with a full onslaught

Good point... I feel if you can target a port with good and harmful voodoo, we should be able to "apply" voodoo to a port. Maybe give each port an ID. And then we would have to cast Insight before on that port to see if it is protected... IDK. Open for suggestions, but I think this be the best way to solve this.

Might tie into Harons Ports and Blockades. I need to read that over again.

Should be legendary, but the concept of a "port mindbar" is good. And has been suggested before, in some form ;-)

I think it should really block out good and bad attacks; Much like a Mindbar... It can block off good voodoo attacks.

Thought about having a high block rate, but I think this would be way to powerful. Ports need to be harmed from time to time. But if you suspect an attack you can limit it by a 50-60% chance. I went with 60 in this case
