for those port abusers you speak of, I was kind enough to suggest a notification that this card is active and that they would see that on the first cast in results. In addition those who would do such things, they know what they are doing and they have plenty of cards.
As for being a prized card, yes those who need it will want it, and much like mindbar, it was my intention that market price may become the limiting factor in use. As far as nation missions go, I can see where that where that could be a difficult barrier to someone, especially if they a smaller player without a decent collection of cards. I have two suggestions for this is to either create a substitute task that gives mission loyalty points that could be chosen as an alternative . Perhaps just an additional PVP / Nation target attack list. After your main hostile target attacks you could then either choose to cast black death or pursue more hostile targets, it would be the same list just an additional mission for more points. A more simple solution would just be to cut the requirement of port population reduction by 50%, so in most cases the player ranking up may get luck and only have to use half as many black death cards.
