It counts for new players. The ones that will appear in your list.

If I send the promo link to a friend but they are joining the game from the same ip address do i not get any bonuses from that?

he simply will not be able to register at the invitation from the same ip

Indeed. In the near future, we want to allow players to be able to register multi-accounts (ie roommates, family, etc). Before we will allow this though in a mass scale, we need to create some more public tools where the playerbase will be able to tell if there is misuse or not. For example, public active voodoo a log for those that are registered as multi-accounts (with a time delay of course, ie 3 days).

Once such issues are sorted, we will open referrals from same ip as well.
